I. CONSENT AGENDA

1. APPROVAL OF MINUTES – SPECIAL CALLED MEETING OF DECEMBER 3, 2007 AND REGULAR MEETING OF DECEMBER 10, 2007 (if available)

2. GEORGIA MUNICIPAL ASSOCIATION – CABLE AND TELECOM MANAGEMENT SERVICES

Approval of this item approves the GMA agreement to provide Cable and Telecommunications Management Services from January 1, 2008 to December 31, 2008 and authorizes Mayor Lasseter to execute the contract and Agent Representation form.

3. ORDINANCE TO AMEND THE DULUTH CODE – MILEAGE REIMBURSEMENT

Approval of this ordinance amends Chapter 2, Article III, Section 2-47 (2) of the Duluth Code to increase the mileage reimbursement to $.505 per mile for business travel and medical mileage to $.19 per mile following the IRS 2008 Standard mileage rates effective January 1, 2008.

4. ORDINANCE TO AMEND THE DULUTH CODE – CAPITAL RESERVE INVESTMENT COMMITTEE

Approval of this ordinance amends Chapter 2, Article VI, Section 2.96 of the Duluth Code to change the name of the committee to “Finance Committee” and to further outline the responsibilities and duties of this committee.

5. RESOLUTION – SUPPORTING GWINNETT HOSPITAL SYSTEM OPEN HEART UNIT

Approval of this item authorizes a resolution supporting a Certificate of Need application to the State Dept of Community Health for an Open Heart Surgery program at the Gwinnett Medical Center

6. WAIVER REQUEST – RADIO DISNEY CONCERT 

Approval of this item authorizes sponsorship of the Radio Disney Concert in the Town Green on Sunday, December 23, 2007, thus waiving food service requirements per section 26-2-370 of the Official Code of GA as well as fee and location requirements for promotional signage. 

II. PUBLIC HEARING 

1. ORDINANCE TO AMEND THE DULUTH ZONING ORDINANCE – LARGE SCALE DEVELOPMENT

Following the November 26, 2007 presentation by Gary Cornell of Jordan, Jones and Goulding of the findings and products of the current Large-Scale Development Study, Staff and Council reviewed a proposed ordinance on December 3rd and took public comments during that time as well as in a public hearing on December 10th. This public hearing is continued from the regular Council meeting of December 10th.

The proposed ordinance consists of text amendments to Articles 3 and 6 of the City of Duluth Zoning Ordinance to address prospective Large-Scale Development. The text amendments will apply design standards and additional conditions to large-scale developments proposed in the City of Duluth in order to ensure that such developments are properly located and compatible with the surrounding area and community character, and that such developments do not negatively affect the City and property owners in the future. The intent of these design standards are to ensure that large-scale developments present high quality materials and design, promote pedestrian-friendly environments, encourage responsible stormwater management practices, and ensure that the development is beneficial to the community. 

The proposed ordinance will be posted on the City of Duluth website by Friday, December 14th.
